Why doesn't the NPO expand into the smaller player created regions? I think it would be a good way to spread our influence with relatively little cost. A quick sweep of the smaller regions will add maybe hundreds of new nations to our regional constituency.

This has been, and still is being, discussed in other theads. On the senate board I think. The main opponent being that it would leave the pacific open to attack.

If it would leave our home open to attack, then we should recruit from conquered regions, minimizing the investment.

As I said before, I'm still in favor of a small group designed to befriend other regions, support the delegate and eventually work to create allied regions. I could forsee something that simple developing into a commonwealth system.
We provide stablility and a form of government that ensures delegates power over their region, and in return they serve as members of the commonwealth.

Agreed. Even this system doesn't need to be done, though. We can do well surviving just as we have.

Befriending regions is all well and good, but how do we know that they are not just in it to betray us later?

Well if we conquer them, at least we know that they are going to do what we want, because we will have someone in charge there.

Not as sure as you might think. People arn't obligated to follow the delegate, and in the smaller regions case, they are more likely just to move to a new region.

What size regions are you talking about? I assumed we would only bother ourselves with regions of 100 or more...

A region that size would take a monumental effort to take over. You have the initial 20 or so endorsements to overcome, then region defenders would come along and add over 100 to this number. In total we would have to take about 150 endorsements and still couldn't be sure of victory. Needless to say, the pacific would soon be taken over while we wer away on missions.
