Actually, yes, I do a quite a bit of that. In fact, I have on occasion noticed nations that visit the Pacific, spam the civil hq, and then leave to their region. Some of these nations develop regions that are not within the limits of the game and I have reported them to the mods (and those regions then have vanished and then you have more new residents).

There's this guy who's being kind of annoying on the Civil Headquarters, a guy named Ban My Ass. His name is borderline (I suppose, by your standards here) and he's kinda annoying.

I don't think Francos does requests. Besides, it's not like anyone can take him seriously when he continues to post about how Francos suprresses free speech .

The other thing to consider Livingood is that the posted nations are not automatically banned. These are accused nations, and the legionaries and centurions present the evidence against them. The High Judge then decides who is in violation, and sends the recommended ban list to the Delegate. The delegate, while banishing these nations, will consider their fate one last time. A president has been set that you can have a Nazi-themed nation. Some use nationstates to role-play, and they may want to bring about the fourth Reich. Many of the nations here are very zealous in their enforcement of the civil code, and we have checks and balances to ensure that only those that are truly offensive/sick are removed from the region. By my estimation, probably less than 30% of the accused nations are actually banished (correct me if I’m wrong, please). That is why some of the legions, though they have posted far more nations than 50, haven’t made centurion yet.

Also, if a nation is banned, then they can appeal the decision in the high court, where the entire senate will decide his or her fate.

I hope that this clarification of the process will put your mind to ease with regard to 1008.
