Will all nations be able to view the actions of said senate, or will this be the type of senate that is not accountable to the nations of the pacific for its actions or decisions?

Members of the Senate will be accountable to the Delegate.

Making the Senate accountable only to the delegate isn't the best idea, if I might say so myself. Any legislative body's first and foremost responsibility is to those who have to abide by their decisions, not their overseer. Also, the delegate is only meant to be a representative to the UN and not a ruler per se. Associating the delegacy with regional legislation sets bad precedent.

Two Senators have been named. InfernoIce and Poskrebyshev shall be the first members of the Pacific Senate. Along with this come a number of more responsibilities, titles, tasks and offices, as follows:
Poskrebyshev:
- Minister of Political Sanitation - Marshal of the Pacific - High Judge of the Pacific - Minister of Security - Justice of Order and Safety - Chief of Infiltration and Counter-Espionage - Political Advisor to the Lord of the Pacific - State General of the Ministry of Propaganda and Agitation - Prefect of the Praetorian Guards
InfernoIce:
- Slave Auctioneer of the Pacific - Minister of Pacific Culture and History - Minister of Torture and Execution - Secretary to the Minister of Security - Head of the Pacific Border Control - Chief Information Offiicer of Extra-Regional Affairs - Security Adviser to the Lord of the Pacific.
This nascent Senate is being convened for a meeting with the Lord of the Pacific in which many topics will be discussed.

Ministries? High Judges? "Lord of the Pacific?" Your head has grown several sizes too big for your shoulders, Francos Spain. Remember, you are only a representative to the United Nations and not in any way the "ruler" of the Pacific. You are an elected government official and you can be impeached just as easily in favor of a less aristocratic candidate. This seems more like a triumvirate than democracy to me, and that particular Roman way was not the best way to govern. Their empire was soiled with the stain of unrest and discord amongst the populace, and their leadership was famous only for its apathy toward the populace and an insatiable greed for personal power. Surely you do not wish to be associated with such things?

I think some of us hold Rome up to be a bit higher than you Lesser.

Rome was an affront to democracy and an insult to liberty. Any nation with Roman aspirations is a threat to the security and well-being of all others if in a position of power. Since Francos Spain has not openly endorsed such crass political views, I do not associate him with such things, and I would greatly appreciate reinforcement concerning this from him.

InfernoIce looks like he got the short straw with that list of duties. Did he do something bad? Poskrebyshev, he got a cushy list of duties. What limitations does this senate have. I do not see a reference for it anywhere else in the game, but then, I still had not looked very much.
I see that some regions has founders and some do not. Why does this one not have a founder. Is it because it is so big?

There is no reference for the formation of a Senate. The UN Delegate is only supposed to be the region's representative ballot-caster for UN decisions, with their sway on any particular decision being relative to the number of endorsements they have. This Senate idea is an experimentation of Francos Spain, and the jury is, for the most part, still out on whether it will work or not. Personally, I believe too much power is invested in the Senate over the other nations in a region, leaning less towards democracy and more towards dictatorship, but it should nonetheless be given the chance to prove its merit.

What about a council, where everyone who wants to gets a voice and a say?
