There seem to be quite a few countries attempting to endorsement swap, either though telegrams or through the forum. This would appear to be in violation of one or more of the civil codes, and may give some countries more than 15 endorsements which would be in violation of civil code 0001. These countries may receive these endorsements without returning or seeking them and therefore putting their position in the Pacific at risk.
What should we do about these countries seeking to swap endorsements?
Should they be reported to a member of the government and if so to whom?

Nations suspected of maliciously attempting to subvert the Government via endorsement binges can be reported via telegram to the Delegate or any Pacific Senator. Alternately, you could send one of us a private message on this forum or direct your message to our e-mail account at newpacificorder@hotmail.com
The NPO Government and indeed the Pacific as a whole thank you for keeping an eye on things and remaining vigilant against foreign aggression.

What happens if we are endorsed? Without asking for anything in return?

If a nation spontaneously endorses you, check to see if he is also endorsing everyone else. Nations are welcome to endorse a few other nations if they wish to gain the requisite two endorsements it takes to create a proposal in the UN. Alternately, nations wishing to achieve two endorsements can contact me personally, and I will see to it that they get a second endorsement.
Mass-endorsing of nations without sending telegrams is highly frowned upon. Many nations are reciprocatory by nature and will return the gesture, thus giving said mass-endorser an inordinate amount of endorsements, putting himself at risk of rule violation.

15 endosements? Are you people nuts? How are people supposed to challange the leadership if everyone is summarily 'discharged' for having more than 15 endosements. This is not in the nature of this game!

This is not in the nature of this game! If i am kicked out for having over 15 endorsements, then it will be my great honor to join the rival region. I will not support a corrupt leadership within any region.

While you may not feel that more than fifteen endorsements violates the nature of the game, we respectfully disagree. The nature of the Pacific is sovreign development. Nations supporting Francos Spain concern ourselves with the sovreign development of our own nation, and not who can achieve the most power. We feel this makes us a peaceful, open, region of solidarity. Those wishing to seek power are free to do so elsewhere.

That is so, then why does Franco Spain hold onto power like it will save his life? You have before said that the Pacific is Democratic, but how can the people rule of they cannot run against Franco Spain? Is this Democratia, rule of the people, no, it is not, this is Oligarchia, rule of the few. This was posted as a devil’s advocate, I am still trying to shake off the RRA brainwashing.

Nowhere in this game save a handful of bizarre little Anarcho-Syndicalist commune regions will you find true democracy. Franco has identified the one major source of political turmoil and quashed it. Endorsement swapping is not the innocent popularity game everyone puts it off to be. It is irresponsible and tantamount to handing children lighters to play with. Sure its amusing and keeps the wee ones occupied but sooner or later someone will set the curtains on fire. When everyone realizes the grave nature of giving endorsements out and when our enemies cease their misguided attempts to invade then perhaps Franco will ease up on the rules. It is only the actions of those on the outside which provides the martial law enviroment here. If there was no threat here from the PA and the RRA there wouldn't be the necessity for vigilance.

Francos, in my opinion, holds the power in the Pacific because no one else has the wherewithal to do such an excellent job. I mean, think about it. What happens if Francos loses his delegacy? Do you think a more dedicated delegate will replace him? Hardly! Do you think there will be someone who will replace his vigilance against outside invaders. No! What will happen is instability, and instability leads to a denigration of economy as well as security. Those endorsement swappers need to realize that they lack the fortitude required to run a region. I question anyone who endorses me. If they do not support Francos, I ask them to withdraw their endorsement. I think everyone in the Pacific would do well to do the same.

I have been playing this game with various nations since January and you are the first player I've met outside of myself who has ever taken that stance actively. I salute you. I remember when this endorsement nonsense all started late Jan of this year. The delegate for the South Pacific was Bong Load. The region had 20 000 nations and he had 30 endorsements. He was delegate since December, he did a damned fine job and was routed by a ne'er do well who plunged the region into chaos and was in it for the fancy tag. I commend Franco for trying to put an end to the inherent nonsense swapping generates. I understand what you're trying to achieve. Thank you.

I admit I wasn't around in January, but was there even 20,000 nations in all of NS then? I think you mean 2,000?

Er... I admit I wasn't around in January, but was there even 20,000 nations in all of NS then? I think you mean 2,000? No, I meant 20 000. It was utter madness. When the shine of the game started to wear out and the inactives were being purged there'd be up to 500 being deleted at one go. The phb forums in NS were up and down, there was 2 mods and delegates had no ejection powers which left us at the mercy of spammers. You'd have to email admin with a spam complaint because whenever the US was awake the forum would be overloaded, 4 days later you got action. Regional happenings boards were scrolling over every 3 min 24/7. That was the golden age.

Well, perhaps if we remain patient we'll see the game take better and better steps toward protecting regions like ours from those that can't seem to stop spamming.
Clearly they've taken steps to improve the game so far. Let's have faith they will continue to do so.

I'm noticed a marked decrease in spam since I first arrived in the game.
And going back to the whole democracy issue; democracy in the Pacific is carried out on the regional boards and in this forum, where the people have their voice, not by a rapid succession of leaders who can do nothing for the region.
