I was under the presumption that one of the original tapes of bin Laden, after 9/11, claimed responsibility for the act.

Well, after a wee search, I came up with 2 sources claiming there was a videotape, both reporting that the tape said completely different things, one off a message board and one off CNN. I must have found a few thousand pages where they were claiming responsibility for the blackout though. So I stand by my statement that you can't strust terrorist admissions.
On a tangent, you know that 7 of the supposed hyjakcers, named by the FBI, are still alive and were the victums of ID theft? Kinda casts a doubt over the whole story, but I'll stop myself before we get too off topic.
The question is, was the attack timed to coincide with the elections (the socialist party have said they will probably pull out of Iraq at the end of June), the 911 day anniversary of 9/11 or total coincidence?

Thats a good point, these people aren't getting any closer to their goals by doing stuff like this I know this post was made a before the socialists took power in Spain, but if these terrorist attacks have shown us anything, it's that they are getting quite a bit closer to their goals by doings these things. The attack in Spain was basically the last straw for most of the country (I think that about 90% of the populace opposed the war in Iraq, but the government supported it), and now the US has lost another ally. These tactics work, and the terrorists know that they work, so they're going to keep using those tactics. The interesting thing is that the main reason Al Qaeda opposes us (or so my CWA teacher has told us) is that we haven't pulled out of Saudi Arabia after Desert Storm.
