To the Government and Citizens of The Pacific:
It gives me great pleasure to extend the greetings of our new delegate UPS Rail to The Pacific. Today will be remembered as the day that the first and important cornerstone was laid upon a foundation that led to a better understanding between The Pacific and The North Pacific.
A formal request has been issued to your leader Francos Spain and your Foreign Minister Poskrebyshev that I be recognized as the official ambassador of The North Pacific. I also wish to extend an invitation to the Government of The Pacific that they dispatch an individual to serve in a similar capacity in The North Pacific.
Since this is first and foremost a cultural exchange I wish to open up the floor to your questions and concerns and I will attempt to answer them. Should the Government of The Pacific see fit to allow my government to set up an embassy it will be my pleasure to invite all interested nations to an open house.

I guess my concern is what is the true nature of UPS Rail's belief to dispose of the NPO as he stated on the NP forum back in April?

After consultation with UPS Rail I have the following replY: UPS Rail and I are on the same page about The Pacific and The NPO, our problem is with some areas of the civil code. We both realize the social contract argument; entities in a society must give up certain freedoms in exchange for safety. We also believe that certain freedoms can not be lived without. There are certain freedoms, like self determination, self expression, conscience, speech, that if stifled will prevent the evolution of a society. Warrior Thorin, both UPS Rail and myself were mentored by The Twoslit Experiment and each of us held extreme views for a very long period of time. Not all members of our Government feel as we do about the overtures we have made yet we feel that now we have an opportunity to open up a dialouge.

Well, it is encouraging that you are taking a look around here. I think, in time, you may find that the NPO does in fact nurture nations in the Pacific to have self-determination and self-expression, and there is freedom of speech insofar as it does not harm other members of society. I think you have a misconception of what the Civil Code is. We (I speak as a citizen and not a government official here) see the code as a way to maintain order in a formerly chaotic realm. If you look at other codes throughout the feeder regions, I think you would find some amazing similarities between ours and other regions'. It's a bit unfair to suggest that the code is harsh. I find it to be quite benevolent in that it permits nations to reside in a safe environment protected by a marvelous emperor and a superb government. Please, take the time and see how the citizens react to our government. There is no disent from fear, rather there is a bond in the Pacific because we are united by friendship and by a great and noble governance. I personally welcome the opportunity for you to see how we feel about the NPO and the Great Francos Spain.

If you were really wondering what UPS' feeling were towards the NPO you should check out our regional HQ.
Oh yeah, so much for the NPO being non expansionist.

I am sorry, but the last time I checked the NPO was not expansionist. Whatever propoganda you are hearing is probably just that. There are many who do not like the NPO and have not been beyond mud slinging.
