To the best of my belief, the delegate votes according to the opinions of those who make their opinions known.
I am regularly one of these people, and I haven't voted for a resolution in a long time.
Reasons why I am against this particular resolution include the fact that it does absolutely nothing to improve the conditions that it spends most of the proposal listing. Also, it advocates socialist medicine, something that has never worked in practical applications. It sounds nice, but before you vote yes, think about what you're really doing to your country.

One reason I haven't joined the UN is that it turns all Nations into socialist pansy states. You really have to look at the impact of the various resolutions on your nation. The text doesn't really matter, but the part where it says "Human Rights" and "Significant." My people have enough human rights, and I don't need some foreign body telling others how to run their nations. I fully support our delegate's decision.

I was merely inquiring as to why it was disapproved as I did not find any documents arguing the resolution.

I telegram him my opinion and trust him to vote according to the concensus of those who make their opinions known.
If you don't do either, leave the region and find a delegate who spams up the regional boards about who is for and who is against. There are plenty of em.

i votedagainst this but i dont remeber why... i think it was because of the whole socialised idea of it. this was back when i was a delegate of another region. jst letting you people know my position.
