Well comrades, it has taken six long months, but we have finally triumphed over the forces of slander and malicious propaganda. Yes, we have come a long way and fought a long battle to restore truth throughout the region and throughout the world, and now the fruits of our labor have been borne. The delegate of the Pacific now has over 400 endorsements and stands on the same level of influence in the UN as the leaders of our respective other Pacifics, who were not subjected to prolonged anti-endorsement campaigns.
Given this momentous and historical occasion, a vote was called before the Senate to discuss modifying the Civil Code's endorsement policy so that nations be permitted to garner a higher number of endorsements. We discussed how this would be handled. We discussed to what extent the Civil Code should be modified. We tried to determine a number that would be high enough to allow for nations to gain endorsements from their friends, from other active nations on the forum, and from nations who decide to endorse them if they rank highly on the UN report, but low enough that it would not encourage nations to participating in large-scale endorsement swapping. After much discussion, the Senate has come to a decision.

Be it known that on March 2, 2004, the Senate of the Great Empire of the Pacific voted 5 to 1 in favor of amending Codes 0001 and 0003 of the Civil Code for Uniform Justice and Order in the Pacific such that instances of the number "15" in these Codes be replaced with the number "40". Henceforth, these sections shall be read as follows:
0001: Seeking more than 40 endorsements. 0003: Assisting those seeking more than 40 endorsements.
