While I agree that a Civil Code is definately needed to improve life in the Pacific Region, I do however have some points I would like to make regarding it (if the following points have been addressed before I appologise for not being able to find the in the forum search engine!!!).

1. Civil Code 1004: Excessively poor grammar.

The punishment of Bannishment for poor grammar seems excessive. Many nations do not use English as their first language and as such their grammar may not be up to the standards expected by English speaking nations. A punishment of a warning should be sufficient for a first offence.

However, if excessively poor grammar refers to people using |337 speak or other forms of annoying writing styles, then the Civil Code should be ammended to reflect this.

2. 1006: Giving your endorsement to a nation with whom you are not familiar personally. (Obviously, all Pacific nations are familiar with the nations that govern them)

I believe that this Civil Code should belong under Political Accountability (2001-2005) or in extreme cases Treason (0001-0004) as it deals with the endorsement for the position of Delegate in the UN.

3. 2003: I told you before, I don't like Spam!

I believe that this Civil Code should belong under Civil Disobediance (1001-1008) and reworded because you never told me before, I am new remember!!!


In addition, a link to the thread should be placed on the front forum page (below the link to The NationStates Region The Pacific would be helpful) as well as the renaming of the thread to Civil Code for Uniform Justice and Order in the Pacific and stickying it to the top of the High Court forum (the current name made me to competely miss the thread until boredom set in and I looked through everything earlier this morning).

There have been many nations who come to the Pacific not to be good citizens, but to try to lure unsuspecting nations away to foreign lands. Foreign nationals using our regional message boards to post propaganda for another region is just as damaging as propaganda posted against us. I propose that we add a new section to the civil code with the following propositions.

--Immigration, Emigration and Travel

3001: All nations who immigrate into the Pacific must assimilate completely within the Pacifican culture, customs, language and laws.

3002: Nations visiting the Pacific are expected to obey all aspects of the civil code.

3003: Using the regional message boards to recruit for other regions is prohibited.

3004: Sending unsolicited telegrams to Pacificans regarding their relocation to a new region shall be considered spam, documented, and reported to the moderators.

3005: If visiting the Pacific with your UN nation, you are required to endorse the delegate and The People’s Republic of The New Pacific Order. This will alert the senate of your presence and indicate to them you are a law-abiding foreign national.

First, sending recruitment telegrams is not spam and moderator action will never be taken against such. Second, The New Pacific Order is not a UN nation and as such no one can endorse it.

That can't happen because the cheat detector will kick it and Franco out of the U.N. for being multis. Unless, perhaps Francos resigns from the U.N. and takes NPO for his U.N. nation, which I don't think will happen.

About telegram spam, its really about the only way to get member for a region, and there's probably nations out there that are looking for a new region and don't mind getting the telegrams. But for the rest of us they can get annoying. What the mods really should do is give us a 'looking for a new region' check-box. Kind of like a Do-Not-Telegram list. Maybe even make a page to list the nations looking for a new region.

The same applies to the regional I think. One post is allowed per region (region, not nation as far as I know) per day, and as long as it does not choke the board (where the board moves so slowly that day old messages are still visible, never happens in the feeders so its a moot issue I think)

Thats only the feeders, its illegal outright in player created regions, I ll try and find a quote from a mod on that.

Recruitment telegrams are not illegal and there's really no realistic way to regulate them.

About posting on the boards, the mods are kinda... hazy on the issue. I've seen places where a mod will say it's illegal to post on the boards of player created regions, I've also seen them say it's legal as long as there is no disclaimer in the WFE ("no recruitment" or something like that). And for feeders, I agree it's as annoying as anything, but it seems to be pretty established that it's legal as long as it isn't more than once per day, and there's not two of the same message on the board at a time.

However, there's absolutely no rule against ejecting these spammers... if they stay in the region long enough to get caught.

I'm not saying that we ban spamming, but I do think that excessive recruiting t/g's cross the bridge from what is legal to an abuse. If they can ban Corinthe for simply entering a region excessively, than we can ban people for spamming.
