Good Idea, Democracy and Freedoms! That way, they can be clear on the rules of the Pacific and understand that the government is acting in their best interests. Thankyou, this was my intention. I think it would lead to a more informed populace, anyway.

You know, now that the regional happenings display nation foundings, this idea would be much more feasible. Perhaps we could come up with a welcoming message including a description of NS, our region, its government, and throw in a link to the forum (perhaps directly to our FAQ). If only as a counter-measure, even. I haven't created any new puppets lately, but I'd imagine that there is a heap of regional advertisers inundating new nations with recruitment ads. We need to ensure we can retain the positive minds which might otherwise unthinkingly depart for less green pastures. Sir Paul, is this in your domain, or would you like me to have a crack at this?

A problem with this idea is that we won't know who's sending the welcome letter to whom, and thus we may end up spamming newbs with the same message. Perhaps instead we could have a welcome message designed for the Civil HQ, so that once it gets bumped off, whoever notices can come to the forum, copy the message, then paste it back onto the Civ HQ. Only problem is that might also be considered spam, but given consent of the delegate, the mods might let it go (unless they know it's us we're talking about ). Maybe one of us should ask.

Its not recruitment though so I dont think it is covered by the rules against that sort of thing. The regioanl was designed for this type of thing, a means of communication between residents. Were all residents so it shouldnt be a problem. I'll start a thread in the Mod forum all the same. We'll see in a day or two probably.

Well the mods appear unconcerned, they have not deigned to post their opinions. I suggest that we simply move along with this, cautiously, but at most we will get a warning if it turns out to be illegal. Perhaps Comrade Franco should refrain from actually posting the messages as I beleive he has been repremanded before. The mods after all are notoriously fickle in their rulings.

And here is that thread, which would be more appropriate to put forward your PSA idea.

I suggest this one. It is simple ;to the point and informative. ....................................... PSA #5; Approved by the Chief of the Bureau of Other-Region Endorsements (BORE) Attention newbies (n00bs): Anyone interested in a long, productive career in the Pacific should paste the following link and take a few minutes of reading time. newpacificorder.proboards19.com/index.cgi?board=general&action=display&thread=1077780482It would also be worth it to read the Civil Code of the Pacific. When in the Pacific, do as the Pacificans. If that seems unreasonable, it would be worth it to read other-region advertisements. ...........................................................

In fact, if a PSA is agreed upon, anyone could copy/paste it on the HQ board as needed during the day. If for nothing else, to rid the region of those annoying recruitment/ADVERTISEMENT (sic) messages. In addition, we could offer a forum sponsored class in English spelling and grammer for some of the "severely language challenged" posters.

I applaud Chosen Men for taking the initiative to attempt to complete this proposal, which had unfortunately become idle. I think you have been doing an excellent job of drafting the PSAs, and I find them suitable for posting as is, but still encourage suggestions for improvement anyone may have to be proposed.
As for your English class proposal... Are you thinking a "No n00b Left Behind" program? Oh my. Though I fear some things just can't be salvaged.

I just moved in here and havent read this topic post per post yet but I think a welcolming telegram is a BAD idea. When I arrived I was happily suprised I was not bombarded with spamming telegrams particularly one from the very region I was in. People know what the Pacific is and word of mouth goes a lot farther when it comes from non-NPO nations then NPO nations. If I may suggest if it was me that was making thr choice between welcoming telelgram or not I would choose not and instead focus on getting a great Diplomatic Corps together and try and turn public opnion in such places as the ADN, Meritocracy, Heartland, Europe, etc. The only thing with this path is don't try and blatantly enter spies within these groups. If you send an Ambassador and conduct yourselves with honor and try and be diplomatic instead of spying then public opnion will turn and nations wont hear about the evil NPO but instead just the NPO. It might take a while but it will be worth it in the end.

I think this is more geared towards welcoming new nations, so that they know where to find the forums and what to do, obviously anybody who has been in the game as long as yourself if fully aware of all the dynamics.

Again though when they go to leave the region they are going to have to go to the world factbook entry and at least look at it before they go to move and if they are really new to the game they are gonna want to check everything out anyway so either they will see the pacific forums and stay or get antsy and move away anyway. I really dont think a telegram will guide them away from cruising around. I must stay firm with my objection to this.
