Greetings.
As my first post as a member of the Pacific region I hope I am not overstepping my boundaries by contributing to this thread.
Governments evolve based on the complexity of the states they preside over, and the complexity of the external environments within which those states operate.
For a government in Nation States a small and centralized authority would seem to be required, enabling it to respond quickly to changes that can come as fast as an email.
The delegate's legitimacy comes from the endorsement of the people; any officials who assist the delegate share in his or her authority - there is no need for additional elections or other processes which would, based on the participation rate seen in these forums, confer only questionable legitimacy.
The current system appears appropriate for the system in which it operates.

With the increasing need for formalized diplomatic policy between the Pacific and her neighbors and the ever-more important need for detente, I hereby appoint Poskrebyshev First Officer of Diplomacy and Foreign Affairs. He shall have the authority to appoint diplomats, recognize governments and their representatives, and propose and sign treaties and alliances with other regions throughout the world, pending the approval of the Senate. Let this be our first great step toward formally resolving our historic international disputes.

Well, this is grand news indeed. Best of luck on your new title. May we continue to strive for excellence and work for peace, or perhaps it's best said the other way around. With months of stellar representation of the Pacific and the NPO, and invaluable service to the well-being, enjoyment, and identity of all Pacificans, I proudly appoint Sir Paul to the Pacific Senate. May he continue to serve his region in such a capacity.
Sir Paul shall also attain the office of Director of the Pacific Press.
Additionally, with over three months of Senatorial duty accomplished to the highest and fullest degree, as an acknowledgement of his achievements outside the realm of security and defense, I name Senator Unlimited Maestro of the Pacific Orchestra.

I am honored to take this mantle of responsibility, I am humbled that I was chosen to be a senator, and I am hopeful that I am able to do the duties I was chosen to do. I thank Francos Spain and the senate for giving me this opportunity, and I pledge my undying allegiance to the NPO.

Mammothistan commends our comrade in rising to this long overdue honor. Surely to not have had this bestowed upon them sooner was an oversight. I trust those responsible have been sent for questioning to the 'Oversight Committee' and dealt with... appropriately.
I can think of no finer individual in the Pacific government than Comrade Sir Paul. Other than Comrade Francos, of course. /Nervous chuckle

I would also like to congratulate Sir Paul on his long deserved elevation to the senate.
In honour of this monumental day in history, I shall Compose "Unlimited's 5th", also referred to as "Ode to the Press", to be performed on the one month anniversary of Sir Paul’s promotion.
Unfortunately box seating will not be available, as on such an important occasion for the region, my concert shall be held in the public park, witnessed by all comrades, regardless of wealth and status. Of course, in order that the benevolent Franco shall get a good view, a blimp shall be hired from where he can observe.

Congratulations! They couldn't have picked a better guy to run the Press. "Sir, may I see the Senator Sir?" said the man out in the hall, "Sir Senator is sleeping, sir," said the aide of Senator Sir Paul, "But sir, Sir Paul is running late and we can't dawdle and longer, The Senate's about to dedicate The Senate Senator Sir Paul Library in his honor" Sorry, I didn't get much sleep last night . I also look forward to hearing the Pacific Orchestra perform "Unlimited's 5th" in the Pacific Public Park and have marked it on our national calendar.
