Does the NPO ever consider making all UN members of the Pacific endorse the delegate?

Well, currently, it is part of the civil code, where all nations must become aligned with the delegate, but it is not enforced, and will probably be scrapped in the new code.

It's not something that is easy to enforce, but eventually there are ways to encourage it.

It's part of the Civil Code, but I've seen it mostly enforced in conjunction with other infractions.

At the risk of sounding repetitive it is a part of the civil code and it is largely unenforced. It was a measure to protect the Revolution from the mindless, incessant attack against us. Apparently those who were most active previously have chosen to try and make a mess of things again.
It will most likely be scrapped in the rewrite of the Civil Code. Although if we have Invaders laying in wait again to try and overthrow us with Sleepers I sincerely doubt we will bother to cite the legislation if it still exists as we help them to collect RR Airmiles.

I think once you get the governors working to support their provinces endorsements for the delegate will go up as their will be a greater NPO presence.

Congrats mate One of the necessary foundations for a greater governor system, is having all the spots filled Believe me, if Unlimited is able to approve and install all the dozen or so requested governors when he finds the time, I will be a happy camper
