Its part of the neverending debate about Pacifics, democracy and Moderation. The majority of the people complaining in their about the unfairness of the system were complaining about it in the Pacific before. The game rules support the use of power and they are trying to superimpose an artificial set of rules in the form of their offsite constitutions on top of it. The game obviously isn't changing its view and they are more than a little vexed about it.

I find it all extremely annoying. A bunch of n00bs come in and think they've thought up something revolutionary by making an off-site constitution and than are confused out of their mind when nobody cares

Unfortunately, many people do not understand that only force will keep their region safe, not well thought-out government rules.

Force is always necessary since well thought rules rely on it to enforce them. Everyone uses it, some are more vocal when it's used against them.

The EP as we now know it, existed for nearly 6 months without any written government, mearly my stewardship.

Most regions don't have a real government, nor even a forum. Most are not very longlived, either, come to think of it.

Bah. Constitutions and democracies never work. Military governments are always required. Invaders won't avoid your region because in your Constitution it says no invading.
