After learning first hand the official illegality of the common anti-endorsement campaigns waged throughout NationStates, I thought it would be appropriate for us as a region to take advantage of these rules to both protect ourselves from spam and to strengthen the Pacific. So, from now on, please follow the guidelines listed below.
If you receive a telegram requesting you to unendorse a UN nation in the Pacific and the telegram is from a stranger (who presumably has sent the same telegram to many other nations), please do the following:
3. DO NOT delete the telegram. Save it for at least two weeks, or until a moderator notifies you that the incident has been dealt with (the moderators will check your telegrams to verify the offense.)
4. Repeat steps one through three for each such telegram you get for each sender. If you are telegrammed by a nation you have already reported, mention that it is the second offense in your report to the moderators.[/ul]
The reason that the delegate of the Pacific hasn't been able to retain an endorsement count much higher than 200 for the last five months is that the endorsers of the delegate are regularly spammed. This practice, while once overlooked, has been ruled illegal, yet is still being committed. By neutralizing these telegrams and their senders, the Pacific can reclaim its powerful vote in the UN and also have itself further secured against invasion.
Also, it should be noted that the anti-NPO factions record vocal supporters of the region and its government and as a result do not telegram them. If you are a public supporter of the NPO and already in the UN, yet wish to help in the fight against anti-endorsement spam, resign your primary nation and pass UN status to a puppet nation, then endorse the delegate with said puppet nation so you'll receive any spam-o-grams which may be sent and can report them from there.
