No. The main reason being their Judicial Branch has unilaterally declared us an 'Enemy' due to our differing stances and actions in the North Pacific. The result being under their rules any member of the ADN is forbidden to have diplomatic contact with us. Treaties embody such contact. For you to associate in such a manner with us would preclude you from ADN membership.
Further, we are not able to shake this distinction since we refuse to be dictated to on how the Pacific is to be run. They have not approached us regarding any settlement, have not allowed their membership to speak freely about this impasse nor allowed us to present our view before their Judicial branch which rendered the decision. They have effectively attempted to Isolate us.
So in a nutshell, no. You cannot have a treaty or any other binding document between us and the ADN based on the reasoning above. As far as asking us for a treaty or Alliance at this juncture we would decline based on the very strange circumstances surrounding your attempts and the relative unknown direction of your region.

The NPO does seem preferable to the ADN, but lots of my allies seem to dislike you. For this reason, I think I will have to remain neutral. Would it be possible to have an UNOFFICIAL alliance?

It is not an incorrect statement to say that The Pacific has few active nations if one looks at percentages. No feeder region does. To have 200 active nations in The Pacific (which is not unreasonable) is to be far more active than nearly all the player-created regions in the game. Even those player-created regions with over 300 members still have a relatively small percentage of active players.
As to the statement regarding NPO initiative in gaining more active players, that too is a falsehood. The NPO, while the guiding force of The Pacific, should not be viewed as a nursemaid to the nations founded here. Every nation has the responsibility to take a look at the region they reside in. To read the World Factbook Entry (which lists this forum's address) and to take a look at the NS forums. If a nation logs on and just answers issues and never takes a moment to look at their environment that is their fault, not the NPO's.
The Governor system however is currently undergoing an overhaul that will seek to actively seek out nations that may have fallen under the radar and not taken the initiative themselves.

You (plural i.e. the NPO) seem to have misled me. When I confronted you on your actions in the North Pacific, you did not tell me that Great Bight was Mammothistan; AN NPO SENATOR!!!

I fail to see what you are referring to? Mammothistan is an NPO Senator but he was not in the NP. Perhaps you should ask your ADN friends exactly what they mean?

Sigh, so they're bringing up their conspiracy theorists again, eh. No worries. The best evidence I've seen for that is all hearsay (I heard it from Wilkshire who heard it from Thel, who heard it from twoslits...so it must be true).

The ADN has held to the misinformation that Mammothistand and Great Bight are/were one and the same. However, they have continually failed to provide any form of evidence (IP matching, login practices, etc.).
You can question them all you like, you will just hear more of the same drivel.

The closest thing I ever saw was the evidence that they provided to show that Sir Paul was UPS Rail, and that was very, very circumstantial. They never showed IP addresses that matched; they only showed that the IP addresses could have come from Bakersfield, CA.
I once asked some of those "in the know" to provide evidence showing Mammothistan was Great Bight but I got ignored. If they had such damning evidence, then why did they not provide it publicly? The reason is that they could rally the alphabet soup to go to the NP if they could show somehow that the NPO was Great Bight. The problem is, they have never done it. Sound familar? (hint: Bush and Blair spouting off about weapons of mass destruction in Iraq and after the war, oops, no weapons!).
