And what occurs if a nation not seeking endorsements receives more than the posted limits?

In my brief experience with this game, nations who are able to make a name for themselves (either good or bad) attract endorsers without seeking them (or whoring them, as some have done). I currently do not have such a dilemma (not being UN) but, just in case I ever decide to go UN, it would be nice to know.

Is a (firm but polite) notice sent suggesting the possibility of a code violation? Or, once the limit is reached, is that nation "corrected" and transferred to the RR?
