I would like to propose that the Senate compose a standard greeting and invitation message that could be posted in the Pacific regional boards by Governors, Centurions, and Senators. I think if I for example was to come upon the regional boards, note that no one prior to me had posted the standard message, and posted it myself... people would be drawn to the forums by it. If everyone else just pays attention to the regional headquarters and posts such a message whenever they see someone else hasn't already posted it, that it could be a real draw to the forums.
Something basic, explaining the nature and vigilance of the Pacific government, the opportunities here at the forums, active discussion, etc, etc... Stuff like that.
So, Governors continue to uphold their posts and serve as Francos decreed, but NPO government members just whenever it looks needed, post a minor advert for the forums.

Actually, this gives me an idea. Let's create two posts: One will be posted periodically in the HQ, while the other will be posted on foriegn message boards. Whenever someone does a bombing run on us, we go return the favor.

Returning the favour may be deemed illegal by the mods (as I understand it, advertising is only legal in feeders). I'll check that for you.

That is the ruling the last I heard it, Pacifics and RR are the only places unsolicited advertising may take place. We can't exact a pound of flesh easily in this scenario. However we could outsource a certain spammer to make them wish they hadn't invited them.

There was a complaint before Moderation in January (or Dec) when the Antis were trying to drum up support in a Christian region by posting an infomercial in a bid to get more out for the Anti Franco show. They complained it was spam since it was regional recruitment and the offender was heavily reprimanded.
Regional Adverts are allowed only in the Pacifics and the RR.
