First off, I would like to ask the Senate if any conclusion or inpass has been reached regarding the amendment to the Civil Code I made some time ago.
Secondly, my first proposal is this:
The initiation of an experiment that I believe could yield high dividends to the entire NPO if successful. I propose a board for Province T be created, Province T being the province I requested governorship over, and be named "Province T: Tantus Pacificus" with a description reading: "Provincial Government of Tantus Pacificus."
So, the point of my experiment is to be a higher level of interaction on a provincial level, and the deliverance of a huge new member base to the forums. I believe, that all of the currently governed provinces are ripe to have some sort of basic government system installed, with the following posts appointed by each governor - subject to the Senate's approval of course:
-Provincial Secretary of Mobilization - during times of military conflict, it would be this officer's responsibility to dispatch previously prepared telegrams to all UN nations in their given province, with instructions and recommendations for how to serve immediate military interests of the NPO. Considering the new Union of Sovereigns Alliance, I think this could turn the Pacific into a military power to reckon with. Because, an individual charged with this task would only need 20 minutes to personally telegram every single UN nation in their province, alerting them to the Pacific's military situation.
-Provincial Secretary of Agitation - during times of internal stress or crisis, it would be this officer's responsibility to dispatch previously prepared telegrams to all UN nations alterting them to the presence of an internal threat and encouraging them to act on the delegate's behalf. This post would largely operate under the circumstance of delegate unavailability, because we can't expect Unlimited to be 'the great god of the pacific.' This person could also be used to alert nations to the Senate's official stance on UN issues, the presence of subversives in their province, and just basically keep ALL of the province's nations up on major NPO political issues.
-Provincial Secretary of Orientation - this person is the official greeter of nations from their respective provinces that have registered on the forums. The Governor sends out general messages encouraging activity, but when that person registers on the forums or has questions regarding activity in the NPO, this Secretary personally addresses them with information, maybe a fact-sheet, and basically just serves to guide the new nation through the basics of NPO membership and involvement.
-Provincial Secretary of Security - in a nutshell, this officer's responsibility is to personally survey the nations of their province, and report ALL of the violators they find at any time with links to their nation, the offending item, and perhaps even last activity time. This would not only swell the ranks of Centurions in the NPO, but it would finally ensure that an efficient system is in place by which violators can be removed from the region.
So, long story short, I would like the Senate's permission to experiment with this idea by creating an official board for Province T once my governorship is approved, and be given official leave to operate Province T as I've outlined. I think if we can work out a good system for organizing this in Province T, the largest province of the Pacific, we can apply it to the others in some variation. This means hundreds of new active nations, literally more than 100 nations alone to fill the jobs - and this is not unrealistic. Each province has around 100 nations atleast, others have more (in the case of Province T, it's near 700) which provides a huge base of nations from which to draw on. This means, access to active nations is streamlined, and each province can be as organized as a well planned region of its own size.
My third proposal:
I think we need a new Senate position to handle UN affairs. Someone to announce new resolutions, administer discussion of them, alert the delegate to effective proposals, organize projects to build UN proposals, and even to advise nations on changing their UN settings and categories. Honestly, after a few months or whatever of proving myself, this is a post I would enjoy serving in - even if it was mandated else where as something other than a Senate position. Failing that, I think Pierconium is the perfect candidate for any government job. His loyalty has been unfailing and his devotion has been great.
Secondly as part of my third proposal, I believe should my experiment be successful that a new Senator should be given the official title of "High Governor of the Pacific Provinces," and charged with administrating the entire governor system. Of course this suggestion is merely an extension of my second proposal, I think it should be included somewhere
