I asked about that once, too, but I was led to believe that he was okay. Did something happen to him? I noticed he left the Pacific a couple of weeks ago.

As far as I know he is. Something to do with Frith and that bunch. Reasonably successful crashers. He was probably just hanging out around here.

Moving along--- the original idea of a "lower house" of government, below Franco and the immediate government, isn't such a bad idea.
As far as the "lower forms of government"--- would the representatives of the government think it OK to create some kind of local legislature that would write legislation and such?
With a house of representatives that permits local Pacificans to serve and pass resolutions and such, the rest of the world might start to take a better view of our leader, particularly the other Pacific delegates.

The problem with that is that the more people you put in the legislature, the more inefficient you make the government, and the more people you give access to important matters. That makes life much easier for spies and enemies.

Who said you needed to a) give it any power b) have it conduct any military/intelligence type stuff?
It would just give a vent to any potential troublemakers in the Pacific. It could be administrative, helping the government to enforce the laws in an organized way.

Although I'd dispute the merit of the policy itself, it seems we enforce section 1008 of the civil code fairly well, despite the vast expanses of the region. I don't think any lower house is needed, although if we did have one I'd be willing to be in it.
Furthermore, if the house does have power, it's a drain on efficiency, and a waste of Francos' time. If we gave the lower house no power, it would just be a waste of Francos' time. It's more or less a waste of Francos' time.

Establish yourself I think means become a member of the Pacific in more than simply resedential terms, getting to know your neighbours if you get what I mean, You can always help with the civil code aswell.

There is plenty to do as a member of the paicifc. If you haven't noticed, we have to spend most of our time policing the realm to keep it safe from people that would wish to do it harm. There are several positions that people in the pacific can do. You can try for a governorship, you can become a legion or a centurion, or you can be an ambassador. There is no reason someone can't find away to make government work if they want to help.
