I believe the Pacific army was originally established to defend smaller regions from invasion. It was never meant to control power in the Pacific (or maybe i'm being naive here). It is unfortunate that the Pacifc region and the Pacific Army have become estranged these days.
As for democracy in a region, it is very possible. There do need to be some rules to prevent just anyone seizing the delegate role, otherwise you'd have anarchy. But a strict civil code and a rigorous banning policy is obsessive and does not leave room for democracy.

However, we disagree in that we do not believe our civil code is strict or our banning policy obsessive. You would note that you have disagreed with us here, yet we have not banned you from our boards.

My intent was not to assert that I had swayed you, but rather to point out that this regime is not as tolerant of dissenting viewpoints as you may wish to believe.

And again, I remain unconvinced. I have openly criticized Francos. I do not know him personally. I am a relatively young nation.
I know other nations where this has happened. They have not been banned.
I belive firmly in the idea that how you say something is as important as what you say, especially in NationStates. I do believe firmly that those nations which unfairly attack Pacific institutions and ideals should not be accorded the same priveleges of those that do so fairly.
We are under constant abuse from opposing people. The line is most definately not clear in many cases. That is unfortunate, but in the current political climate, that is to be expected. I do not make excuses, but I accept and understand why the system is the way it is.

Magungas: I don't think Abysseria is saying you've unfairly attacked the NPO, I think he's just quantifying the difference between unfair and fair attacks. Not to put words in your mouth, though, Abysseria, just saying.

In all seriousness, though, we don't penalize people for having alternate viewpoints, Magungas. We just encourage people to express them in a civil manner. Also, we want to be able to read it (look at the Common Sense II thread on the General Board to see what I mean). Anyone incapable of expressing their point without resorting to such childishness shouldn't be delegate, anyway.
