If the spam gets to be too much to handle, don't delete the messages and wait until all ten telegrams in your inbox are these spam messages, then file a report to the game moderators via the Getting Help Page.
So far, I know of at least two nations which have been issued warnings for their propaganda-gram campaigns. Strike two for them would be deletion.

I know that I am new to this board, and to this government. I hope that you will excuse any implied rudness of any of my questions, I do not intend for them to be seen as rude, but as a search for knowledge. But why so many nations? I have heard, again from the source that seems to be laughable at most and spammers at worst, that some of the nations that you baned were not active nations to start out with. Don't get me wrong some of those offensive things needed to be done away with, and know that I support all of your moves to date. I honestly would just like to know why so many.

AT LEAST one tenth of those banned, 50 nations, are from only 2 nations. I'm being extremely liberal with this number as I know it is a lot higher, but I don't want to say something I can't take back. I'm not one for naming names but the names of these nations are Bleasdale and Crazygirl, both of which, are members of the Pacific Army. They seem to feel the need to constantly spam the boards of our forum on Nationstates and the endorsements of Franco. Bleasdale who happens to be a great representative of the Pacific Army recently had his nation deleted for having multiple regions in the UN. By multiple I mean a lot. If you check a majority of those banned strangely most of them end up in the Pacific Army region, so one can only guess that they were actually justly banned. In those telegrams you've probably received if you're in the UN you may notice that they only give you a number of who is banned without explaining who those regions are and why they were really banned.

You know, everyone who is complaining about Francos Spain and the other fine senators of our region should think about this for a moment; do we have to worry about invaders like other regions do? No we don't. Francos Spain is a great delegate. I shudder to think of what would happen to this region if we didn't have his watchful presence. I sat on the fence for a while about this thing between the New Pacific Order and the Pacific Army, and I've came to the conclusion that the Pacific Army is filled with a bunch of whiners who just want the power of the Pacific delegacy back for themselves, which in turn would throw the Pacific into a state of utter chaos.

Thank you for the heads up, but please refrain from making public assertions and presentations of evidence. Innocent until proven guilty, and whatnot.

OOC: I say we just destroy them (Pacific Army). They are an obvious threat. If we take them out, then we will have no real threats anymore.

Given the dynamics of NationStates, there is no real way to "destroy" any organization. Our greatest ally is simply time. They will destroy themselves in the long run.

It should also be known that the Pacific Army is a region full of cheaters. They have had no less than six nations ejected from the UN for rules violations. Also, the founder of their region has had a puppet nation of his deleted by the moderators. Yet another reason to not buy into the filthy black lies of these treacherous vermin. The only cheater is you, Francos Spain. You've been cheating out the people of the Pacific for too long. There has been no "black propoganda," only the truth.

How exactly has Francos Spain "cheated," Geomania? He was appointed to the delegacy by popular opinion in the region and has exercised the authority given to him admirably and efficiently, ushering in a previously unheard-of era of stability and prominence and lifting the Pacific above the petty squabbles of its past. In all of his doings he has been up front and honest with his constituents and has earned their trust and endorsement in this manner. Are honesty and democracy suddenly synonymous with cheating?
