Code 1006 is admittedly very selectively enforced. We don't go around booting nations who give out their endorsement to non-government officials. Nations will often endorse their friends, people active on the Civil HQ, or the UN members that make the top ten of the UN breakdown--and that's fine. This rule is primarily in place so we can prosecute nations who assist or collaborate with invading nations. That is, nations who are found endorsing confirmed, organized invaders (usually while simultaneously not endorsing the delegate after having been courted for endorsement) are subject to ejection. For this reason, you should exercise caution in endorsement trading, for that is the big crime around here. If you feel compelled to grant your endorsement to a particular nation for whatever reason, you're more than free to do so. But if you see someone has endorsed you, or you get a telegram requesting endorsement, be careful when considering to return the gesture or honor the request. You could be putting yourself at risk, especially if you're not familiar with the nation in question.
Also, if you ever get a telegram requesting your endorsement from a nation who has not already endorsed you, report it to the High Court or telegram the delegate. Nations who ask for an endorsement but don't give you theirs are most likely invaders, since by not endorsing you there is no public evidence of their quest for endorsements.
I think Francos' post is very well worded. It clarifies 1006's role within one of the foundation principles of the NPO - stability.
Nations that endorse haphazardly encourage instability. That is simple enough to see, understand, and support with fact.
I myself have given relatively few endorsements - that's not to say that I don't regard all of you active in the NPO as friends and allies, but that I know we share a common goal in the health of the NPO and that does not require a number of endorsements.
I, too, make it a point not to endorse anyone who does not first thoroughly explain themselves in endorsing me or requesting my endorsement, and then I only endorse such a nation if they do not have the two required for a UN proposal. This has only happened once in my entire time in nationstates.
I used to have my nation in the UN and I was so tired of random people begging me for endorsements that I resigned. But obviously that is not an option for everyone. Still, its not like the code is hidden. I am pretty much brand new to the forum and I could find out about the rules without too much effort.

True, but I revailidate my UN email every couple of days. If their looks to be trouble, he'll have my endorsement quicker than you can say, "Oh look, he has one less endorsement than last time, maybe we'll get the delagate seat this time?"

And for the record, I haven't gotten an "unendorse posk/fs" spam in, like, a month.
I saw a list going around in RadioFree pacific that lists NPO Supporters, which includes almost all the people on the forums, with instructions not to try and change their endorsments. I believe that's probably why it stopped.

Dose one have to be a UN member? I was in the UN in the Region I started in and after I moved to the first region I choose. I woke up in the rejected realm and decided that if I got booted because of my UN membership, and the endless request for endorsements, and mostly because the UN seems to want to control nation and not just international affairs I decided that I no longer wished to be in the UN.
